Dear !! r. Grier:

In reference to Bulletin 79-14, your letter of October 24, 1979, states that Peach Bottom Atomic Power Station Unit 2 will be " shutdown to c onp le t e the inaccessible Unit 2 piping checks by March 1,

1980, or c omp le t e th os e checks during any outage of sufficient duration to provide access, whichever oc cu rs first." At the time of receipt of y ou r letter, it was anticipated that an estimated 13 week Unit 2 refueling, maintenance, and torus modification outage w ould start on March 1,

1980.

However, due to necessary design changes to the containment suppression ch a mb e r modification and delays in the procurenent and fabrication of required materials, it has been necessary to p os tp one the scheduled start of this outage t o March 21, 1980.

To reflect this delay in the scheduled outage, it is requested that the requirements of paragraph B.3 of your Oct ober 24, 1979 letter be modified to provide that Unit 2 will be shutdown to complete the inaccessible piping checks by March 21, 1980, or the checkr will be completed du rin g any outage of sufficient duration to provide access, whichever occurs first.

Based on the results of our inspections and ana2yses performed to date, we have concluded that the requested change in the inspection program will not have an adverse effect on the

1980 health and safety of the public.

The following information is provided in support of this conclusion:

1)

Final engineering evaluations have been completed for a total of 31,700 feet of piping which includes all Unit 2 and 3 accessible piping and all Unit 3 inaccessible piping.

Based upon these evaluations, no system operability problems are anticipated with the Unit 2 inaccessibic piping.

2)

During the Unit 2 mini-outage (January 2-8, 1980),

approximately 2,500 feet of the t otal 6,900 feet of Uni t 2 inaccessible piping were inspected and measured.

No obvious items of nonconformance were identified.

The transfer and evaluation of this information is currently in progress.

3)

The approximately 2,500 feet of piping that have been inspected and measured include a majority of the inaccessible safety-related piping associated with the Reactor Water Cleanup, Residual Heat Removal, Reactor Core Isolation Cooling, High P res su re Coolant Injection, and Core Spray Systems.
