ANDERSON COALITION FOR SAFE POWER'S CONTENTION NO. 3 1.

My name is Richard C.

Anderson.

I am employed by Bechtel Power Corporation (Bechtel) as Engineering Manager in the San Francisco Power Division.

I have been employed in this position since 1977.

My professional qualifications are contained in an attachment to this affidavit.

I have been involved in th? Trojan Plant modification design work since April 1978.

I have had supervisory responsi-bility with respect to the development of the proposed modifi-cation to the Complex, including its analysis, design, and general details of construction work necessary to carry out the modification.

In my position, I am familiar with the way in which Bechtel prepares work plans for its construction projects and I have specific knowledge of how Bechtel intends to prepare its work plans for the proposed modification.

The purpose of this affidavit is to address, in part, Contention No. 3 of the Coalition for Safe Power which reads as follows:

Plant Staff review of proposed modifications is inadequate to assure no violations of Technical Specifications will occur.

4. This affide.vit will describe generally the purpose of work plans which will be prepared by Bechtel for each portion of the modification work prior to proceeding with that activity.

Each work plan will be subject to review by PGE as described in the affidavit of Mr. Yundt on this contention.

5. The purpose of a work plan is to provide detailed in-structions and guidance for the performance of specific con-struction tasks.

All aspects of the modification program will be performed in accordance with written instructions and procedures.

These written instructions and procedures will take the form of work plans which can include design drawings and specifications, as well as supplier documents and applicable codes and standards or references thereto.

The work plans, in addition to providing guidance for carrying out specific work tasks, will set forth spec.ific precautions and limitations on the manner in which the work is to be performed to ensure that the work is done in a safe manner and in compliance with the Technical Specifications of the NRC Operating License and the Plant's administrative controls.

6. The work plans will be prepared by Bechtel based on the design drawings of the Plant and the engineering drawings for the modification work, as well as site visits.

They will then be reviewed by Bechtel's Project Construction Quality Control Engineer before being sent to PGE.

Finally, as described in the affidavit of Mr. Yundt, the work plans will be reviewed and approved by PGE to assure compliance with Technical Speci-fications and Plant administrative controls.

7. The development and review of the work plans by Bechtel and PGE are not part of the detailed design and licensing process for the modification work.

Rather, they are steps to be taken subsequent to completion of those processes as part of implementation of the modification work in accordance with any limitations imposed by the design and licensing processes.

The work plans must also take into account the current operating status of the Plant.

Consequently, work plans can not be final-ized until shortly before the work is to be performed.

Mechanical Engineer EXPERIENCE Mr. Anderson is the Engineering Manager for Bechtel's nuclear and fossil fuel projects in the Northwest and all project work and consulting services for Japanese clients.

Before being assigned to his present position, Mr. Anderson was the Chief Nuclear / Environmental Engineer responsible for all nuclear and environ-mental engineering for the San Francisco Power Division of Bechtel Power Corporation.

Previously, he was Assistant Project Engineer in charge of all technical work for the two 1100-MWe Mendocino nuclear power plants for Pacific Gas & Electric Company.

He was also the Mechani-cal Supervisor, and later the Project Engineer on the 545-MWe nuclear generating plant at Monti-cello, Minnesota, for Northern States Power.

This assignment included supervision and coordi-nation of mechanical design, specifications and procurement activities, and later the supervision of all engineering activities including the quality control and quality assurance programs.

As a Senior Engineer and Mechanical Subgroup Supervisor, he was responsible for " balance of plant" systems and equipment for the Tarapur nuclear power station in India.

He was a Mechanical Engineer and the Systems Analysis Leader on the FARET Fast Reactor Test Facility for Argonne National Laboratories; Mech-anical Engineer on the emergency cooling shield for the Peach Bottom IITGR nuclear reactor; Systems Engineer on the Hallam nuclear power facility and a Mechanical Engineer on the Dresden nuclear plant.
