Janua ry 28, 1980 ilRC/iMI-80-014 Docket i.o. 50-320 Mr. R. C. Arnold Senior Vice President detropolitan Edison Company 100 Interpace Parkway Parsippany, i4J 07054

Dear itr. Arnold:

Subject:

TMI fluclear Station Unit 2 Surface Contamination Limits

Reference:

P. E. Ruhter, fiemorandum to Radiation Protection Plan File, January 14, 1980 The ilRC/Till Technical Support Staff has reviewed the referenced memorandum.

2 are acceptable for materials, equip-The release limits stated in dpm/100 cm ment, and facilities to be released for uncontrolled use in unrestricted areas.

However, additional information is necessary to assure that proper survey criteria have been established as a prerequisite to any release based on

~

survey criteria.

Specifically it is necessary to idcntify the survey criteria applicable to each model of equipment used in the smear survey technique and in the field survey technique described in the referenced memorandum.

Appropriate survey criteria will be consistent with the respective sensitive areas and counting efficiencies of the detectors.

In addition to the above, the i1RC/TMI Technical Support Staff believes that the following policy should be stated in your documentation controlling surface contamination:

a.

Clean materials and equipment will not unnecessarily be exposed to potential contamination.

b.

Known contaminated materials and equipment will be decontaminated to the extent that is practicable, and not just to the release limits, prior to release for uncontrolled use in unrestricted areas.
