SUBJECT:

FP.ANKLIN RESEARCH INSTITUTE, NRC CONTRACT NO. NRC-03-79-il8, MONTHLY PROGRESS MEETING

SUMMARY

The February 1980 monthly progress meeting for the subject contract was held at the Franklin Research Center (FRC) in Philadelphia, Pennsylvania, on February 20, 1980. An attendance list is enclosed.

Following is a summary of the significant items discussed and actions taken or proposed.

ITE!!S FROM PREVIOUS MONTHLY MEETINGS 1.

Mail Delays The NRC Project Officer has checked into the past mail delays and confirmed that they are most likely due to the NRC internal mail distribution system.

A revised addressing system was offered for FRC review which should reduce the delays for critical communication.

If FRC agrees the new sy*, tem will be implemented immediately (FRC subsequently agreed with minor changes).

Generic Area No. 4, Low Fracture Toughness At the January progress meeting, the possibility of delaying parts of final work assignment 4 was discussed.

NRC has decided that FRC should begin immediately a complete review of Indian Point 2 & 3, Turkey Pt. 3 & 4, San Onofre 1, and Arkansas One, Unit 2, using the Draft NUREG-0577.

The scope of this review will be limited to the reactor coolant pump and steam generator supports.

The NRC lead engineer will contact the FRC lead engineer to work out an implementation plan and schedule.

Part 1 of final work assignment 4 will be completed ASAP.

All other work in this area by FRC will be delayed until further notice.

Acceleration of the Electrical Equipment Qualification Review Schedule At the s

.uary progress meeting, FRC was asked to study the possibility of accelerating the E/Q reviews with the goal of completing 11 plant reviews by October,1980.

FRC informed the NRC that the reviews could be accele-rated if the additional FRC manpower required could be used on other work during the contract option years if the NRC elects to exercise the contract options.

NRC stated that additional work in this area would be available if the options were exercised and requested that FRC implement the accele-rated program and include Indian Point 2 & 3 and Zion 1 & 2 in the eleven plants to be reviewed by October, 1980.

, NEW ITEMS 4.

Generic Area No. 3, Control of Heavy Loads FRC was requested to begin detailed reviews on an expedited basis for Three Mile Island, Unit 1, Indian Point 2 & 3, and Zion 1 & 2 ASAP.

The lead NRC engineer will contact the FRC lead engineer to work out an implementation plan and schedule..

First Quarter Award Fee Determination The award fee ' determination process was discussed and FRC was informed of the Performance Evaluation Board's recommendation to the fee deter-mination official (D. G. Eisenhut).

FRC has not requested a meeting with the fee determination official in advance of the final fee determination.

New Work Assignments NRC provided FRC with a number of documents describing possible future work assignments. These documents included:

1) OPM's Operating Reactors Licensing Action Summary; 2) NUREG-0585; 3) NUREG-0578; 4) a memorandum from V. Stello to DOR Lead Engineers, dated 11/20/78, Subject - DOR Generic Issue Implementation on ors; and 5) other miscellaneous short task descrip-tion papers and memorandums.

FRC will review these documents and identify subjects suitable for future final work assignments considering existing and planned future technical review resources.

References Cited as the Basis for FRC Technical Evaluation Reoorts FRC requested guidance as to acceptable references as the basis for their technical evaluation reports (e.g., is a reference to a telephone conversa-tion with a licensee an acceptable basis).

NRC stated that any information that bears heavily on their technical evaluation must be made a formal part of the record for the plant under review (i.e., the information must be formally placed in the docket record).

Schedule Changes FRC agreed to inform NRC lead engineers of any intermediate milestone changes.

Summary milestone changes will be discussed at monthly progress meeti ngs.

FRC Quartely Self Assessment Reoort NRC stated that it wished FRC to continue the self assessment reports.

FRC agreed in principle but requested clarification on content and format.

A separate meeting will be scheduled to discuss the matter in greater cetail.

Generic Area Nos. 3 and 7, Containment Leak Testing and Containment Purge A general potential problem in all the final work assignment areas is showing itself in current work going on in areas 3 and 7.

FRC has been submitting drafi.s of work (RAI's and draft TER's) to NRC lead engineers and after, in sone cases, several iterations receiving the final go ahead froin the NRC lead engineer only to have the work later rejected by the iiRC section leader.

Al this point, much of the work had already been completed in a nianner opproved by the lead NRC engineer.

The work is then changed to satisfy i.he iiRC section leader only to have il later rejected by the iiRC branch chief.

FRC and iiRC acknowledged that "startup" problems are to be expected wil.h any new venture and i. hat these problems con be minimized by having ear-ly work reviewed through several levels of FRC and NRC management before the packages are mass produced.

Both FRC dnd liRC ogreed to put greater emphasis on this praci. ice in i.he future.
