Dear Mr. Backus:

Reference is made to your letter of February 15, 1980 to Mr. Lawrence Brenner of this office.

Mr. Brenner is no longer employed in the Office of Executive Legal Director of the Nuclear Regulatory Comission, so I have undertaken to reply to your letter.

Enclosed is a copy of EPA 520/1-78-016 and a copy of the Rogovin report which you requested.

Your third request involved the alleged use of drugs by workers on the Seabrook project.

The NRC's Office of Inspection and Enforcement has gathered information on this subject. A report is now being prepared, and we will send you additional infonnation on this subject in the future.
