Mr. William J. Dircks, Director Serial No. 816 Office of Nu: lear Material Safety LQA/ESG:pwc and Safeguards U. S. Nuclear Regulatory Commission Docket Nos. 50-339 Washington, D.C.
20555 70-2718 License No. SNM-1801
Dear Mr. Dircka:
P suant to 1CCF370.33, the Virginia Electric and Power Company hereby requests renewal of Special Nuclear Material License No. SNM-1801, as amended, for the North Anna Power Station Unit 2.
The license is currently scheduled to excire on December 1,1979; it is requested that the expiration date be extended to December 1,1980 or to conversion of Construction Permit CPPR-78 to an operating license, whichever is earlier.
On August 17, 1979, the Division of Project Management of the Office of Nuclear Reactor Regulation issued Amendment No.14 to Operating License NPF-4 for North Anna Unit 1, authorizing the use of high density racks for new and spent fual storage in the spent fuel pool.
Since the spent f uel pool is common to both Units 1 and 2, we request that SN'4-1801 be amended to delete Condition 17, which requires that new Unit 2 fuel be stored with a minimum center to center spacing of 21 inches.
Since the spent fuel pool has now been filled with water, the additional restrictions placed on dry fuel storage in the pool as described in our letter of June 6, 1978, are no longer necessary.
Enclosed are replacement pages for our original October 3,1977 application, revised to reflect use of the new high density racks, the use of a fuel assembly for indexing the manipulator crane (previously described in our letter of June 6, 1978 and approved in Amendment 1 to SNM-1801), and other minor changes. All other information in our original application continues to be applicable to this license.
Very truly yours, 7
