Dear Mr. Engelken:
On Febrvary 19, 1980, the Sacramento Municipal Utility District reported to your of fice degradation of OTSG tubes discovered during the recent inspection at Rancho Seco.
The immediate notification was predicated upon Regulatory Guide 1.16 Section C.2.a(3).
However, upon a closer review and referring to Regulatory Guide 1.83, Inservice Inspection of Pressurized Water Reactor Steam Generator Tubes, it was determined that the occurrence does not fall into the 'immediate notification, 14-day follow-up report" category.
As a result, the occurrence will be reported under the requirements of Regulatory Guide 1.16, Section C.2.b(4) and Technical Specifications, Section 6.9.4.2(d), which specify 30-day written reports.
The additional reports required by Technical Specifications, Section 4.17.5, will also be-submitted within the appropriate time frame.
