Dear Mr. Arnold:

The Commission has issued t2e enclosed Amendment No. 51 to Facility Operating License No. DPR-50 for the Three Mile Island Nuclear Station, Unit No.1.

This amendment consists of changes to the Technical Specifications in response to your request dated April 14, 1977, and July 8, 1977, as amended by your letter of February 24, 1978.

This amendment revises the provisions in the Tec.hnical Specifications relating to limited term nonradiological environmental studies to be performed during the initial years of plant operation.

The amendment deletes the requirement to perform certain limited term nonradiological environmental studies which have been completed. The purpose of these studies is to assess the impact of the plant on the aquatic flora and fauna, including bird mortality, in the near site environs. These studies and the assessment in the er losed non-radiological Environmental Impact Appraisal show that the plant has a minimal impact on the biological species in the area of the station.

Since the amendment applies only to deletion of the requirement to perform certain nonradiological environmental studies that have been completed, it does not involve significant new safety information of a type not considered by a previous Commission safety review of the facility.

It does not involve a significant increase in the probability or consequences of an accident, does not involve a significant decrease in a safety margin, and therefore does not involve a significant. hazards consideration.

Furthermore, the amendment does not affect or relate to the unit restart which is being handled separately.

We have also concluded that there is reasonable assurance thAt the health and safety of the public will not be endangered by this action.
