Enclosed please find a copy of a letter from Harold Denton, NRC, to William Scott, Illinois Attorney General, dated February 12, 1980, trans-mitting a copy of a Notice of the same date, to be published in the Federal Register, advising the latter that his request of November 13, 1979 that the NRC halt construction of the Bailly facility because of its proximity to a major urban area is being treated as a request for action under 10 C.F.R.

Mr. Scott's November 13, 1979 letter to then Chairman Hendrie was attached to the NRC Staff response of January 16, 1980 to several intervention petitions filed herein.
