J WATTS BAR, SEQUOYAH AND BROWNS FERRY NUCLEAR PLANTS - IE BULLETIN 79-OlB We have received your January 17, 1980, letter to H. G. Parris, which is designated as IE Bulletin 79-OlB with enclosures.
It is our under-standing that this letter supercedes your letter of January 14, 1980.
It has been noted that the docket numbers listed on this bulletin are for Browns Ferry Nuclear Plant units 1, 2, and 3, and Watts Bar and Sequoyah Nuclear Plants unit 1.
However, the cover letter refers to plants with an operating license. With respect to this disparity, we have been in touch with B. J. Cochran and R. J. Hardwick of NRC's Office of Inspection and Enforcement (OIE) Region II office and E. Jordan of the OIE Washington office.
During these conversations, TVA was informed that IE Bulletin 79-01B was only applicable to Browns Ferry.
It was indicated by OIE employees and confirmed by R. Satterfield of the NRC's Office of Nuclear Reactor Regulation that the bulletin is to apply only to operating plants and that the review for operating license applicants would be handled through the normal review process.
