Thank you for your letter of August 28, 1979., in response to our letter dated July 16, 1979, As a result of our review, we find that additional infornation is needed relative to the following items in the Notice of Deviation, 1.
Item B - We are not in agreement with_your response, in that it would appear to utilize less stringent qualification requirements for the more critical buttering application, than is adopted for the performance of cladding.
It is therefore requested that you reevaluate your response and either' restrict buttering application of this procedure to qualified positions, which is our understanding was actually done in production welding, or provide specific evidence of ASME acceptance of your approach.

Item C - Your response fails to identify any corrective actions taken with regards to the submerged arc welding personnel, who performed the referenced Inconel weld. Please also clarify how RSV-A established that the weld pod in the referenced safe end welding was in the 150 - 210 position.
Please provide this additional information within twenty (20) days in order that we may complete our review in a timely manner.
