Inspection on October 17 ad 19,1979 (Report tio. 79-734/79-13)

This inspection involved the examination of shipments of low level radioactive waste for disposal. The shipments were inspected for compliance with f1RC and DOT regulations.

Shipments listed as Truck

  1. 2 and Truck #5 are applicable to this license. This inspection required two hours onsite by one inspector.

Results:

DETAILS Persons Contacted Mr. Steve Carpenter, Site Manager, NECO Mr. Brian Thayer, Site Assistant Manager, flEC0 Mr. Jim Cruickshank, Site RSO Mrs. Pat Thayer, Secretary Report Details Five trucks arrived at the disposal site during the inspection.

Each truck accepted by NEC0 was designated as an " Exclusive Use Vehicle".

One truck, which arrived in the afternoon of October 17, 1979 was not accepted by flEC0 because certifications required by the State of Nevada did not accompany the shipment. The truck was sent back to the truck terminal in Las Vegas and the company sending the package was contacted by NEC0 via telephone. The company, located in Defiance, Ohio, elected to send a representative to Las Vegas to inspect the package and generate the necessary certifications. The Site Manager stated that after this was done, the package would be returned to Beatty for burial.

External surface measurements and dose rate measurements at six feet from the trucks were made with a Minimonitor (G-M type) meter, NRC No. 000358.

Wipes of approximately 300 cm were taken on 3 to 4 representative packages or spots on the trucks. A preliminary check made with NRC instrument No. 004280, a Technical Associates Model PUG 1 AB fitted with a P-ll pancake probe, showed no significant removable contamination above background.

The wipes were again counted on Region V's NMC PC-55 gas flow proportional counter with the same results.

After each load was removed to the burial trench, the beds of each trailer were scanned with the P-11 pancake probe.

) on truck #3 indicated a reading of 2000 dpm beta-gamma contamination.

The spot was decontaminated to an acceptable level by NEC0 personnel.

Each load was observed as it was placed in the burial trench.

Evidence of mishandled (dented or otherwise damaged) packages and possible leaking packages were of particular concern to the inspector.

No evidence of leaking packages was noted during the inspection.

Several badly dented drums were noted on truck #3.

When the driver was asked about the dented drums, he stated that this was a result of rapid loading with a fork lif t.

Each dented drum observed appeared to have retained its integri ty.

However, the NEC0 site manager contacted the shipper via telephone and discussed the potential problem with them.

The shipper's RSO stated that he would personally look into the matter.

.c Tru'ck #1 (Home Transportation Company) arrived at approximately 7:30 A.M.,

  • October 17, 1979 loaded with 168 17H, 55 gallon drums in a covered trailer. The shipment was type "A".

The shipment originated from Southwest Nuclear Company of Pleasanton, California.

The inspector's radiation survey results were acceptable.

Truck #2 (Home Transportation Company) arrived at approximately 8:30 A.M.,

The inspector's radiation survey results were acceptable.

Truck #3 (Contractors Cargo Company) arrived at approximately 10:00 A.M.,

October 17, 1979, loaded with 50 17H, 55 gallon drums containing LSA depleted uranium waste in solid form.

The shipment originated from ICN Corp. of Irvine, California. The inspector's radiation survey results were acceptable.

Although the wipe survey of selected drums showed no contamination, several drums showed severe dents when observed being placed in the burial trench. When discussed with the driver, he stated that the dents were the result of rapid loading with a fork lift.

None of the dented drums appeared to be leaking.

flone of the dents resulted in the drum losing its integrity. After unloading, the bed of the trailer was completely scanned with the P-11 pancake probe.

One spot on the inside of the trailer was found reading 2000 dpm.

The spot was decontaminated to an acceptable level by NEC0 personnel.

No other contamination was noted. The NEC0 Site Manager discussed the dented drums with the ICN RS0 via telephone. The ICN RS0 stated that he would look into the matter personnaly.

Truck #4 (Tri-State MT) arrived at approximately 7:45 A.M. October 18, 1979 loaded with one f'odel No. GE-1600 shielded shipping cask with Certificate of Compliance No. 9044. The shipping cask contained 1500 Ci of Co-60.

This type "B" shipment originated from General Electric Company, Pleasanton, Cali fornia. The inspector's radiation survey results were acceptable.

The unloading, observed by the inspector, was completed by NEC0 personnel without significant problems or exposure.

After unloading, the survey disclosed no significant contamination on the cask, trailer or truck cab. No violation of the certification of compliance conditions was observed.

Truck #5 (Home Transportation Company) arrived at approximately 0 00 A.M.,

October 19, 1979 loaded with 76 17H, 55 gallon drums and one flywood box. The shipment contained LSA waste in solid form.

The shipment originated from General Atomics Company, San Diego, California.

The inspector made external surface measurements and dose rate measurements at six feet from the truck before it was moved to the burial trench.

All radiation survey results were acceptable. The inspector also observed the unloading of the truck.

However, due to a scheduled flight home from Las Vegas, the inspector left the disposal site before the truck was released. All information gathered before departure indicated that there was no problem with this shipment.

The wipes counted later at the Pegion V office were acceptable.
