As a result of information gathered during a visit to the Zinner Facility by liRC personnel on August 1,1979, it appears that the facility is not at this time ready to receive fuel assemblies under the terms of IIRC flaterials License flo. Si4M-1823.

In order to assure that any receipts of reactor fuel under f4RC Materials License flo. SitM-1823 are in accordance with Commission Regulations including Title 10, Code of Federal Regulations, Part 70, you are hereby notified that you may not receive reactor fuel at the Zimmer site until the t'RC staff has verified by letter to you that the following actions have been coa.pleted:

1.

The licensee shall have accepted jurisd% tion from their contractor of the fuel storage area.

2.

Water hoses in the area shall be valved off and safety tagged.

3.

A waterproof and fire-resistant cover shall be used to protect the new fuel from moderation.

4.

The licensee. shall have performed an emergency drill.

5.

The industrial security program described in the attached proprietary

information supplement shall have been implemented.
