Dear Mr. Ippol'to:

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisiors to the Technical Specifications for its Brunswick Steam Electric Plant, Unit No. 2.

"hese revisions are necessary to complete the third refueling of Ur,.t No. 2 and begin Cycle 4 operation.

Changes to the Technical Specifications are indicated by vertical lines in the right-hand margins of the affected pages which are attached.

Forty '40) copies of General Electric's (GE) NEDO-24235,

" Supplemental Reload Licensing Submittal for BSEP Unit 2 Reload 3," are attached to this letter. This submittal includes credit for the end-of-cycle Recirculation Pump Trip (EOC-RPT) feature. CP6L also plans to submit a GE non-RPT analysis to NRC in the next few weeks; this would include technical specifications for fallback operating MCPR limits to be used if the EOC-RPT system became inoperable during Cycle 4.

The first line on page C-4 of NED0-24235 refers to "Section D.3";

this should be "Section C.3" and is corrected in red ink in each of the attached 40 copies.

The Brunswick Unit No. 2 refueling outage is presently scheduled to begin on February 29, 1980, with start-up set for May 10, 1980. The Brunswick Unit No. 1 outage is scheduled from April 25 through July 12.

Also, H. B. Robinson Unit No. 2 has a refueling outage scheduled from May 16 through June 27, 1980.

Due to the overlapping outages on these units, it is extremely important that the staff review of BSEP's outage-related technical issues be completed and that the appropriate license amendments be issued in a time period that allows completion of plant modi-fications and maintenance work in addition to allowing return to power in accordance with the above schedule.
