'Ihis is in response to your June 22, 1979 letter.

Our letter of January 5,1979 requested that a thirty day leeway be allowed in starting future semi-annual inventories. A check for $150.00 covering the administration license fees associated with this request accompanied the above mentioned letter.

Combustion Engineering, Inc., did not receive a response to its January 5, 1979 letter.

Our request of June 6,1979 to start the inventory during the week of July 9th was initiated since the above centioned response was not received.

hRC letter dated July 6,1979 to licensees allowed flexibility in scheduling future inventories.

We are of the opinion, therefore, that the check covering the administration license fees accompanying our January 5,1979 letter can be applied to our request of June 6,1979 since no response was received from our initial request and the NRC letter of July 6,1979 authorized flexibility for starting S91 inventories to all licensees.
