Subject:
Asymmetric LOCA Loads Reference (b) summarizes our understanding of the NRC position regarding resolution of the asymmetric LOCA loading issue for Yankee Nuclear Power Station.
Specifically, the NRC requires that Yankee develop and submit to the NRC a design concept and cost for plant modifications necessary for accommodating asymmetric LOCA loads.
Since the design requirements in effect at the time the Yankee Nuclear Power Station was licensed did not require consideration of the mechanical and structural effects of a LOCA, the first phase of our program will consist of the identification and design of plant modifications necessary to accommodate loss of coolant accidents outside the reactor pressure vessel cavity. Our approach will be to allow " loss" of all equipment in the broken loop as long as the plant's ability to mitigate the accident is not compromised.
Preliminary studies show this approach to be viable.
We are prepared to meet with you to discuss this issue should you wish.
We are initiating the study discussed above; preliminary results are anticipated by July 1980, with final results and design details available by November 1980.
