Byron Station Units 1 and 2 Start-up of Groundwater Monitoring Program NRC Docket Nos. 50-4 54 and 50-4 55 Reference (a): August 30, 1979 letter from W. F. Naughton to W. H. Regan, Jr.

Dear Mr. Regan:

Per Reference (a) Commonwealth Edison Company submitted a revised groundwater monitoring program with action levels based on significant variation from the parameters measured in the baseline period. As indicated in Reference (a), this program was submitted in fulfillment of a Common-wealth Edison commitment to develop an action plan to give purpose to the groundwater monitoring program at Byron Station.

Commonwealth Edison originally intended to implement this program during the fourth quarter of 1979 after the NRC Staff had an opportunity to comment on the program. Since no comments have been received, Commonwealth Edison will implement this program on March 1, 1980 and it will replace the current groundwater monitoring program Please address any questions that you might have concerning this matter to this office.
