Dear Mr. Regan:
Per Reference (a), Commonwealth Edison Company agreed to establish an action guide for its groundwater monitoring program currently in progress at Byron Station.
Commonwealth Edison also agreed to base the action levels on the maximum allowable values set forth in the Illinois Pollution Control Board's Rules and Regulations, Sections 203 (General Standards) and 204 (Public and Food Processing Water Supply).
As a result of a review of the existing monitoring program, commonwealth Edison has developed a generic program for monitoring groundwater at both nuclear and fossil stations using parameters that would likely be indicators if the construction or operation of the station were affecting the quality of the groundwater.
A copy of this program is included as Attachment 1.
The basic monitoring para-meters selected for all nuclear plants are, depth, pH, dissolved solids, sulfates, boron, and oil and 5 2ase.
Use of the aforementioned sections of the IPCB's Rules and Regulations for General Standards (water quality standards for Water of the State - such as rivers and lakes) and Public and Food Process-ing Water Supply are not appropriate since the groundwaters being monitored are neither " Waters of the State" nor waters for public water supply.

NRC Docket Nos. 50-454 and 50-455 Commonwealth Edison Mr. W. H. Regan, Jr. August 30, 1979 for the criteria parameters would be indicative of construction or operating effects, the action levels were set as a function of the variations in the parameters measured in the baseline period.
A copy of the newly developed " Byron Station Groundwater Monitoring Program" is included as Attachment 2.
For the Byron Station Commonwealth Edison has added the site specific parameters of cyanide, cadmium, lead and zine because of known dumping of cyanide and heavy-metals in the area before station construction started.
The levels were selected as a 50% variation above the highest value of the parameter or 50% below the lowest value as determined by the pre-construction or preoperational baseline measurements.
The attached monitoring programs are hereby submitted as fulfillment of Commonwealth Edison's commitment to develop an action plan to give purpose to the groundwater monitoring program for the Byron Station.
Commonwealth Edison intends to implement this pro-gram during the fourth quarter of 1979.
