7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET N0. 50-245 NORTHEAST NUCLEAR ENERGY COMPANY THE HARTFORD ELECTRIC LIGHT COMPANY WESTERN MASSACHUSETTS ELECTRIC COMPANY CONNECTICUT LIGHT AND POWER COMPANY fl0TICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 66 to Provisional Operating License No. DPR-21, issued to Northeast Nuclear Energy Company, The Hartford Electric Light Company, Western Massachusetts Electric Comnany, and Connecticut Light and Power Comoany (the licensees), which revised the Technical Soecifications for operation of the Millstone Nuclear Power Station, Unit No.1 (the facility) located in Waterford, Connecticut.
The amendment is effective as of its date of issuance.
The amendment revirsed the Technical Soecifications to allow changes relatina to the setpoint adjustment for the Average Power Range Monitors and the Maximum Total Peaking Factor for 8X8 retrofit Exxon fuel assemblies inserted in the core during Reload 6.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set.forth in the license amendment.
Prior oublic notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that cursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative dec-laration and environnental impact aporaisal need not be prepared.in con-nection with issuance of this amendment.
