APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Doc!<et Nos. 50-317 50-318 Based on the results of an NRC inspect
.1 conducted on October 3-5, 1979, it appears that one of your activities was not conducted in full compliance with the conditions of your licenses DPR-53 and DPR-69.
This is an Infraction.
Unit 1 and 2 Technical Specifications Section 6.11, " Radiation Protection Program" states:
" Procedures for personnel radiation protection shall be prepared consistent with the requirements of 10 CFR Part 20 and shall be approved, maintained and adhered to for all operations involving ursonnel radiation exposure".
Procedure RCP 3-310 " Personnel Dosimetry Quality Assurance" developed and maintained pursuant to Technical Specification 6.11 requires in Section 5.2.6.4 that, if an error of greater than 35% is observed between an individual's self-reading dosimeter and his thermoluminescent dosimeter and his self-reading dosimeter has source and drift tested satisfactorily, then an evaluation must be performed in accordance with section 6.2 of that procedure.
Contrary to the above, in June of 1979 twelve individuals had errors of greater than 35% between their self-reading and termoluminescent dosimeters, and their self-reading dosimeters had source and drifted tested satisfactorly, but an evaluation was not performed in accordance with Section 6.2 of procedure RCP 3-310.
