This letter summarizes the conversation I had with you on February 4, 1980, concerning the selection of Comanche Peak Steam Electric Station (CPSES) for implementation of a trial program for conducting interviews with craftsmen at construction sites.
CPSES was randomly chosen for the trial program which was initiated in response to a GAO recommendation.
The trial program will entail private interviews with a minimum of thirty randomly selected craftsmen conducted by the RRI during the period from February 6 to March 31, 1980.
Three to five workers will be interviewed per week. Only selected skilled craftsmen or foremen in safety-related disciplines who have been at the site for a minimum of three months will be interviewed. The craftsmen will be questioned with regard to substantive concerns, allegations or knowledge they possess with respect to construction quality and/or deficiencies in safety-related work.
Significant information concerning the interviews will be documented in inspection or investigation reports.
Timely information concerning this program should be given to all affected organizations at the site.
