APPLICATION SUBMITTED WITH LETTER DATED DECEMBER 10, 1979 FOR AUTHORIZATION TO POSSESS 35 GRAMS OF U-235 IN FISSION DETECTORS BACKGROUND The above-named applicants are now licensed under Special Nuclear Material License No. SNM-1844 to possess 20 grams of U-235, at any enrichment, con-tained in fission detectors. The December 10, 1979 application requests that this possession limit be increased from 20 to 35 grams of U-235.

HEALTH SAFETY, NUCLEAR SAFETY AND ENVIRONMENTAL CONSIDERATIONS The 35 grams of U-235, approximately 2.5 millicuries, are contained in neutron de tectors.

The detectors are to be stored at San Onofre Unit 1 until the health physics areas at Units 2 and 3 are complete. They will be stored in locked cabinets.

There are no nuclear safety, health safety or environmental consideration problems associated with the storage of these detectors even under severe seismic accident conditions.

CONCLUSION Based on the above, the staff believes that the proposed additional special nuclear material may be received and stored without undue risk to the health and safety of the public. It has been detennined by the staff that the appli-cation, as amended, fulfills the requirements of 10 CFR 70.23(a).

Further the issuance of this license amendment is not a major federal action signifi-cantly affecting the quality of the human environment and thus, pursuant to 10 CFR 51.5 (d) (4), no environmental impact statement, negative declaration, 8002190

or environmental appraisal need be prepared. Accordingly, the staff recommends approval of the application for license amendment.
