PROJECT: San Onofre 2 & 3 ST.AIUS:

C.F. Review, 3rd Subconunittee Meeting CHRONOLOGY: May 1970.* PSAR submitted Jan. 1971 - Site visit May 1971 Staff Report June 1971 - Supplement il July 1971 - ACRS review of geology-seismicity GENERAL; San Onofre 2 & 3 are Combustion Engineering units of the largest size (3390 Wt) to be constructed and operated by Southern California Edison Co. at the site which is abutting the Unit I site. Site preparation is essen-tially complete chough work on procurement of the plant components has stopped because of the geology-seismicity ques tions.

GEOLOGY-SEISMICITY:

The geology of the Southern California area has been under study with respect to San Onofre 2 & 3 by the applicant since the time of PSAR preparation. Several additional studies have been made since then, at significant additional cost and considerable project delay.

The geologic issues have been mainly (1) the activity of the nearby Cristianitos-fault, (2) the existence of an off-shore " continuous zone of deformaci tion" which extends from the Los Angeles basin to San Diego.

The former is still being investigated by the USGS though Page feels that the Cristianitos-is " dead as a doornail." The latter issue seems to

/

be resolved in the sense that the Regulatory consul-

)

tants have become increasingly convinced that the j

zone is continuous. On this continuous tone, NOAA (J. Devine) is assuming a Mag. 7 3/4+. DBE occurs e

/

opposite the site. This will yield a grot:~' accel-

/

eration of "2/3 to 3/4 g at the site."

h appli-

cant is aware of this conclusion.

THE PIANT:

,j The NSSS's are designed for 3390 We which makes them about 39% larger than Hutchinson.

The units are to be the same as at Forked River. The increase in power omes >

is by a longer core with smaller peaking factors.

More coolant flow is provided to remove the energy.

The coolant system employs the usual CE arrangement of two hot legs, two steam generators, and four cold legs. Performance of the ECCS is to be covered in a Staff supplemental report.
