PROPOSED HOTICE OF VIOLATION TO SENIOR REACTOR OPERATOR LICENSEES This is to infom the Comission that a Notice of Violation will be issued on or about December 31, 1979, to two individuals who are licensed Senior Reactor Operators at Beaver Valley Power Station, Unit 1.

This action is based on these individuals not complying with the requirements of their Senior Operator License.

The noncompliance involved their approval of maintenance work on November 27, 1979, without verification of the availability of redundant engineering safety feature (ESF) systems.

As a result, from approximately 8:30 a.m. to 10:30 a.m.

on November 27, 1979, both trains of a portion of the ESF systems were inoperable.

This was a violation of the Technical Specification's limiting conditions for operation.

Enforcement action was taken against their employer, Duquesne Light Company, on December 5,1979.

Enforcement actions taken against NRC licensed individuals have in the past been infrequent.

IE Information Notico No. 79-20, Rev.1, dated September 7,1979, was issued to emphasize to NRC licensed individuals their responsibilities and to summarize enforcement sanctions available. The enforcement action taken against the two Senior Reactor Operators at Beaver Valley reflects application of the increased emphasis now placed on the responsibilities of licensed operators.

It should be noted that the licensees have not been specifically informed of the enforcement action.

The licensees will have 20 days from the date of receipt of the Notice in which to respond.
