APPENDIX A NOTICE OF VIOLATION Westinghouse Electric Corporation Cocket No. 70-0184 Elmira, New York 14902 License No. SNM-182 Based on the results of an NRC inspection conducted on December 13, 1978, it appears that certain of your activities were not conducted in full compliance with NRC regulatinns as indicated below:

10 CFR 20.201(b) requires you to make such surveys as may be necessary for you to comply with all sections of Part 20.

Contrary to this requirement, you failed to make such surveys as were necessary to determine that individuals who handle enriched uranium were not exposec to airborne concentration.
exceeding the limits specified in 10 CFR 20.103, " Exposure of individuals to concentrations of radioactive material in restricted areas." Specifically, no surveys were performed during conversion of uranium oxide to uranium nitrate on June 16, 1977.
This is an infraction.

Contrary to this requirement, you failed to make such surveys as were necessary to assure compliance with 10 CFR 20.106,
" Concentrations of effluents to unrestricted areas", a regula-tion that limits the yearly average concentration of enriched uranium contained in the air discharged to the unrestricted area. Specifically, no evaluations were made of air discharged during conversion of uranium oxide to uranium nitrate during processing on June 16, 1977.
This is an infraction.
