Docket No. 70-0184 This is in reply to your letter of January 2, 1979 concerning the inspection of our facility conducted by Mr. E. Epstein on December 13, 1978. Steps have been taken, in the form of additional written specifications concerning the procurement, handling, and processing of uranium oxide for uranyl nitrate production, to correct the deficiencies cited. This procedure will ensure that the Radiation Protection Officer is aware that the conversion of uranium oxide to uranyl nitrate is scheduled to be performed and that the necessary personnel and environmental surveys will be done. A copy of our Process Specification No. 203-8-73 is attached.
With respect to the date that full compliance will be achieved, the following should be noted:
1)
The procedure defined in our Specification 203-8-73 is to be effective immediately.
2)
The conversion of uranium oxide to uranyl nitrate is done infrequently (presently less than once in two years).
3)
Our best estimate as to the date of the next conversion operation is mid-1980.

The signature of the Radiation Protection Of ficer (R.P.O.) is required h Qgg on all purchase requisitions for uranium oxide.

The R.P.O. will take charge of the material at the receiving section and make a radiation survey of the container.

The uranium oxide will be placed in a locked container in the uranium plating h-room un til needed. The key will be under control of the Plant Security Officer in addition to the R.P.O.

The R.P.O. will inform the Nuclear Materials Accountability Representative pg,A of the arrival of the material.

The R.P.O. will be contacted when a conversion is to be performed so that he may release the material.
6.
The R.P.O. will notify the Medical section when the conversion is to be performed. They will provide specimen bottles and have the person doing the conversion furnish a 500 ml urine specimen on each of the three days immediately following the work.
7.
The Medical section will keep bottles in reserve for these specimens and will be responsible for having the urinalysis performed.
8.
During the conversion procedure a stack sample will be taken by *he R.P.O.
9.
Any unused portion of the uranium oxide will be returned to the locked container under control of the R.P.O.
