Bechtel Power Corporation Los Angeles Power Division Docket No. 99900521/78-03 NOTICE OF DEVIATION Based on the results of our NRC inspection conducted on November 27-30, 1978, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:

Project Internal Procedurc.s Manual Section 11, Revision 8, dated August 11, 1978, states in Subsection 11.8.2.1, "... all outstanding SCNs must be incorporated no later than 120 days after the issue of the earliest SCN."
Contrary to the above, Twelve (12) Specification Change Notices (SCNs) were not incorporated in the specification or addendum within the 120 days as required (See DetailsSection II, paragraph B.3.a(1)).
B.
Project Internal Procedures Manual Section 11, Revision 8, dated August 11, 1978, Subsection 11.8.2.2 states, "An SCN must be referenced on its appropriate specification addendum or revision by adding the following information on the title page:

)."
This action is completed after the SCN has been incorporated into the specification.
Contrary to the above, Addendum 6 to Specification No. S023-204-3 (containing the statement, " Includes SCN No. C-09, Dated April 4,1978")
did not include the changes required by SCN No. C-09, dated April 4, 1978.
