SESB'5 RULEMAKING RELATED TO DEGRADED COOLING Your October 24, 1980 memo on " Degraded Cooling and Associated Rulemaking" asked what work we are doing on rules which relate to your steering group.
These rules are:

Reactor Siting Rule and EIS 1.
Sumary: Modification of reactor siting criteria, i.e.,
Parts 50, 51 and 100 dealing with:

Demographic criteria b.
Separation of siting criteria and design differences in plants c.
Stand off distances from off site hazards d.
Groundwater interdiction 2.
Justification: Commission direction 3.

Notice of Intent to Prepare an Environmental Impact State-ment (NOI) to be issued shortly (as per proposed revision to Part 51).
