Since we held the pre-application meeting in April 2019, my office has completed an assessment of 10 CFR Part 70 special nuclear material (SNM) licensees that are not fuel facilities for the purpose of providing you an estimate of staff hours to review and approve an new application from DTRA. An SNM license such as DTRA is pursuing would be categorized in 10 CFR Part 170.31 as a Category 1F, Special Nuclear Material, greater than a critical mass, and the fees for the review of the application are specified as Full Cost. The current hourly rate for NRC review of an application is $278 per hour. We have estimated the number of hours to complete the review over 18 to 24 months to be 500-600 hours ($140,000 - $166,000). This data is provided as an estimate only and may change once the charges are certified.

The Annual Fee for a Category 1F licensee for FY2019 is $5300, but the annual fee would not be applicable until the license is issued. I send this as information only. For your planning, we could not begin a review of the application before calendar year 2020.
