Dear Sir:

Introduction Pursuant to Section 50.90 of the Commission's Rules and Regulations, Boston Edison Company hereby proposes the following modifications to Appendix A of Operating License No. DPR-35.

Proposed Change As a result of a recent management reorganization, changes to Section 6.0 Administrative Controls of the PNPS Technical Specifications are required to reflect new positions and titles as described below and shown in the accompany-ing attachments.

Throughout Section 6.0, ceferences to the " Nuclear Operations Manager" and

" Pilgrim Station Manager" have been changed. Previously, the " Pilgrim Station Manager" (located onsite) reported directly to the " Nuclear Operations Manager" (located of f site), a revised relationship and change in position titles are shown in Figure 6.2.1. Specifically, the " Nuclear Operations Manager" title has been changed to " Nuclear Operations Support Manager" (located offsite), and the

" Pilgrim Station Manager" title changed to " Nuclear Operations Manager" (located onsite). Both positions now report directly to the "Vice President - Nuclear".

The position title of " Assistant Station Manager" has been changed to " Deputy Nuclear Operations Managers" (2 positions). The Chief Engineers' positions previously reporting directly to the " Station Manager", as well as those positions previously reporting to the " Assistant Station Manager", now report directly to the " Deputy Managers" (Figure 6.2.2).

An " Outage Scheduling" responsibility has been added and the " Training" function has been removed and placed in a direct reporting line to the " Deputy Managers" (Figure 6.2.2) .

Other changes include deleting the position of " Nuclear Operations Fire Pre-vention and Protection Officer" from Figure 6.2.3 and the Operations Review Committee membership changes delineated on Page #212.

Reason For Change During the months after the TMI accident it has become increasingly evident that operating plants should have more direct and effective lines of communication between the station and the corporate office and also, more effort should be applied in the areas of training. To that end the creation of a Nuclear Operations Manager position located on-site will strengthen management controls by establishing the Station as the focal point for normal and off-normal operation, maintenance and refueling outages, and emergency preparedness. The creation of two Deputy Manager positions also located on-site allows the Nuclear Operations Manager to be one step removed from the day to day operation of the plant and allows for an inherently more stable organization while providing additional depth. The establishment of a Nuclear Training Group will give the training function a separate identity with an enhanced focus on that function. These changes coupled with a re-structuring of the corporate support functions will provide an organization more attuned and more responsive to the post-TMI needs of an operating nuclear power plant.

Safety Considerations The proposed changes af fect only the Administrative Control Section of the Tech-nical Specifications and therefore do not contain any safety related concerns.

The structural format has been established to provide for clear lines of reporting for each group to assure independence from operating pressures, suf ficient nan-agerial expertise to incorporate the requirements of Section 4 of ANSI /ANS 3.1 and assignment of responsibility for the safe operation of the plant to responsible upper 1cvel executive positions. These changes have been reviewed by the Nuclear Safety Review and Audit Committee and have been reviewed and approved by the Operations Review Committee.

Boston Edison Company proposes that pursuant to 10 CFR 170 this is a Class II Amdnedment and accordingly a check for $1,200 is enclosed.
