6.M opiEER 2 3 A Docket Nes. 50-266 and 50-301 (C ^. D Mr. Sol Burstein Executive Vice President Wisconsin Electric Power Cormany 231 West Michigan Street Milwaukee, Wisconsin 53201

Dear Mr. Burstein:

SUBJECT:

INADVERTENT SAFETY INJECTION DURING CCCLDC'A The Civision of Operating Reactors has completed a generic bounding review on this subject and concludes that no further licensing action is necessary at this tire since it is likely that a facility cculd withstand more than fifty inadvertent ECCS actuations. We have concluded, however, that it would be prudent, shculd a facility experience nore than twenty-five such injections, for ycu to consider a plant specific analysis for that facility which would identify more precisely the additional number of actuations that can be safely accomcdated at that facility.

A copy of our Safety Evaluation Report is enclosed.

Sincerely, 0-ig' 21 sigrad by A. Schwencer, Chief Operating Reactors Branch #1 Division of Operating Reactors
