Dear Mr. Partlow and Mr. McCorkle:

On thursday, August 30, 1979, the inventory of special nuclear material under the SNM 960 License had been reduced to well below formula quantity.

This was in accord with the commitment and the schedule of my letter of intent noted in reference 2.

The remaining inventory is well below the limits established for 10 CFR Part 73 physical protection requirements. The current inventory was reviewed by representatives of I&E, Region V, and so reported to your organization on Septem-ber 4, 1979.

In accord with 10 CFR 73.2E, we wish to inform you of the discontinuance of the VNC Physical Security Plan. Since such a plan is no longer required, this change is felt to not decrease our required safeguards.

A significant level of industrial security is being maintained and provisions of 10 CFR 73.47, as applicable, will be met.

It is my understanding that upon receipt of this notice, your office will provide a new license condition reflecting a limitation on the SNM quantity we may posses under our SNM 960 License.

We understand the exact quantity will not be established until the accountability plan submitted in August has been evaluated.
