Dear Mr. Artold:
In accordance with the Technical Specifications for Three Mile Island L' nit No.1, you issued a Licensee Event Report (LER) by letter dated December 7,1976 (GQL 1653) followed by a supplement dated March 10, 1977 (GQL 0308).
Tnis LER is concerned w'th your discovery of three under-ground pipe cracks, giving the description cf the failure, the corrective action and the testing and monitoring program. We have reviewed your sub-mit:als and find them acceptable.
Based on your submittals and our finding, no further action regarding this issue is necessary except for the recuirements you cor::nitted to in your surveillance program.
This program s:ecifies that the three thrust blocks north of the Screen House will be surveyed every two weeks following startuo.
If these measure-ments indicated less than 1/16 inch drop per month after at least two months, then the surveillance would be reduced to once per month, As a result of our evaluation, we recuest that you inform us of any significant changes (greater tnan three months) in your surveillance program or if the measured setcle-ments exceed allowable limits.
A copy of our Safety Evaluation concerning this 'ssue is enclosed.
