R. WILSON'S '/0UCHER FOR D"0MMISSIONING WORKSHOP In' late July 1979, Richard Wilson, Assistant Attorney General for the State of South Carolina agreed to chair a working session at NRC's decommissioning workshoo in Columbia, SC, with the understanding that NRC could reimburse him $16 a day for food.

On September 11, 1979, NRC required that Mr. Wilson meet with NRC staff at a 7 a.m. breakfast meeting; we also toured Summer 1 and the Barnwell low level waste disposal facility.

All participants had to eat on the Summer site for 34.25 nr not eat at all.

The tour finished about 6:30 p.m.

Thereafter, NRC called a meeting of State chairmen and staff.

Mr. Wilsons business day did not end until around 3:30 p.m.

On September 12 and 13, official NRC business required Mr. Wilson to be with NRC staff from 8 a.m. to 9 p.m.

Since it was well beyond the business day, Mr. Wilson had to purchase meals at the hotel.

On September 14 working groups again met at the hotel through breakfast and lunch.

In good faith Mr. Wilson performed a service for NRC with the assumotion that meals would be reimbursable, since NRC required thtt r;e be at the meeting place through all meal hours.

SP professional staff had no knowledge of the local travel /35 mile radius regula tion.

From 279 (Request and Authorization for Official Travel) was approved on August 10, 1979.

There was an SP clerical error; and we retyped the authorization to show our intent on November 8,1979.

As y"ou can see from Mrs. Lamastra's November 29, 1979 memo, there is '.

a problem in authorizing nayment.

I believe that it is fair and reasonable to reimburse Mr. Wilson.

Please advise me on how to get this accomplished (ext. 2-8170).
