NRC ACCEPTANCE OF REVISION TO QA TOPICAL REPORT By letter dated October 11, 1979, you submitted Revision 8, consisting of revised pages to the Consumers Power Company's (CPC) Topical Report No. CPC-1-A, " Consumers Power Company Quality Assurance Program Manual For Nuclear Power Plants." The revision addresses organizational changes.

We have evaluated the proposed changes describea in Revision 8 and find that they do not change our prior conclusions.

Your revised topical report meets the cri-teria of /ppendix B to 10 CFR Part 50 and is therefore acceptable.

To use the topical rrport in future license applications, CPC need only reference this topical report in Section 17 of the Safety Analysis Repart. We do not intend to repeat our review of this topical report when it is referenced in an application unless changes occur.

Should regulatory criteria or regulations change such that our conclusions about this topical report are invalidated, we will notify you.

You will be given the opportunity to revise and resubmit it should you so desire.

Programmatic changes by CPC to this topical report are to be submitted to the NRC for review prior to implementation.

Organizational changes are to be submitted no later than 30 days after announcement.

Please replace our letter of December 22, 1973, with this letter, renumber the report as CPC-1-A, Revision 8, and submit 36 copies to the NRC. As discussed in a telephone conversation between you and W. Belke o' my staff on January 9,1980, your final submittal should include:

(1) all revised pages designated by the ap-plicable revision date, (2) the Policy Index with the applicable page, revision, date, etc., and (3) an addition to Policy 12, page 2 to indicate that lists of measuring and test equipment required for start up and operations will be approved by the Plant Manager / Superintendent.

Your submittal should also identify the projects to which this revised topical report will apply.
