This is in response to your letter ci Au, gust 2,1979 in which revisions to your Fundamental Nuclear Material Control Manual reflecting the addition of scrap recovery capability were submitted for review and approval.
We have detennined that your proposed program for safeguarding special nuclear material in your scrap recovery operation will be adequate with certain added constraints. Accordingly, we are amending Safeguards Amendment MPP-4 to License No. SNM-1107 to incorporate new License Conditions 2.6 and 5.9, effective immediately, as setforth below:
2.6 The licensee shall establish a separate material balance area for the scrap recovery system.
5.9 All sp.cial nuclear material shall be removed from the scrap recovery system before physical inventories required by 10 CFR 70.51(e)(3) are perfomed.
In order to incorporate the August 2,1979 revis' ions to the Fundamental Nuclear Material Control Plan as a condition of license, Condition 2.1 is amended, effective immediately, as setforth below:
2.1 The licensee shall fellow the material control and accounting plan entitled, " Fundamental Nuclear Material Control Plan - Columbia Plant" dated January 24, 1975; as amended June 10, September 23, October 14, 1975, April 6, and July 17, 1979 with the exception of Section 1.3, and as stated in License Condition 2.1.1, and as revised in accordance with the provisicns of 10 CFR 70.32(c).

We have established that the enclosure to your letter dated August 2,1979, contains information of a type specified in 10 CFR 2.790(d).
Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
