Arkansas Power and Light Company Arkansas Nuclear One, Unit No. 2 Docket No. 50-368 NOTICE OF VIOLATION Based on the results of an NRC inspection conducted during the period of November 22 - December 21, 1979, it appears that certain of your activities were not conducted in full compliance with NRC regulations and the conditions of your license, as indicated below:
Technical Specification 6.8.1 requires that " Written procedures shall be established, implemented, and maintained covering.

The applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33.
As required in paragraph 1 of Appendix A to Regulatory Guide 1.33, Administrative Procedure 1005.01, " Administrative Controls Manual," has been established.
Section 5.9 of this procedure states, in part,
" Procedures in the Master Plant Manual are to be followed exactly and completely, provided that by so doing an immediate hazard to personnel or plant equipment is not created."
Procedure 2.800.01, " Power Ascension Test," Appendix U, Attachment U-5, RRS Test, Steps B.5 and C.5 state, " Slowly raise the average RCS temperature, Tavg, by 4.5 F 1 0.5 F above its programmed (Tref) value by dilution."
Steps 5.10 and C.14 state, " Slowly lower the average RCS temperature by 4.5 F 10.5 F below its programmed (Tref) value by boration."
Contrary to the above, in June 1979, the licensee performed the temperature changes required by the above steps by control rod motion.
This is an infraction.
