Dear Mr. Rosenthal:
On January 23, 1980, the New York State Board on Electric Generation Siting and the Environment for the Sterling Power Project, Nuclear Unit No. 1, met in open session and voted 4-1 to rescind its prior approval of construction and operation of the Sterling nuclear plant.
The Siting Board announced that it would render a formal opinion, but no definite date was set for its issuance.
Until Rochester Gas and Electric Corporation and the co-owners of Sterling have received the formal opinion and have had an opportunity to review it, no final decision
