Appendu A NOTICE OF VIOLATION Commonwealth Edison Company Docket No-50-456 Docket No. 50-457 Based on the inspection conducted on December 19-20, 1979, it appears that certain of your activities were in noncompliance with NRC requirements as noted below. This item is an infraction.

10 CFR 50, Appendix B, Criterion XIII, states in part, that "When necessary for particular products, special protective environments, such as inert gas atmosphere, specific moisture content levels, and temperature levels, shall be specified and provided." The Commonwealth Edison Company, Quality Assurance Manual, QR No. 13.0, Section 13.3, states in part, " Items will be cleaned and preserved by such methods as required to preclude deterioration." The Quality Assurance Plan for Braidwood Construction During Extended Construction Delay,Section VII, Handling and Storage, paragraph 7.2.1 states in part, "Each item or class of safety-related equipment, structures, or systems will be reviewed to determine what, if any, protection, preservation, maintenance, and/or safeguarding is required to prevent significant deterioration of quality during the extended construction delay." Westinghouse Process Speci-fication, NPT-57, Protective Measures for Long Term Storage of Steam Gener-ators and Pressurizers, paragraph 1.0 Scope, states that, "Tbis specification outlines the necessary precautions for providing an acceptable level of pro-tection during long term storage within the vessel interior at the customer's site. Requirements of this specification are designed to minimize oxidation and/or corrosion of the vessel materials by precluding moisture and establish-ing an inert environment where possible.

Long term storage implies periods in excess of 60 days."

Contrary to the above, on December 19-20, 1979, the inspector found that the licensee had not performed a review of the storage conditions necessary to prevent significant deterioration of quality during the extended construction delay, and in the case of the steam generators had not implemented the recom-mendations in the above mentioned Westinghouse procedure.
