Dear Mr. Dircks:

My letter of March 9, 1978 requested an amendment to special nuclear mate-rials license number SNM-1773 to provide for shipment of spent nuclear fuel from Oconee Nuclear Station to McGuire Nuclear Station. Attached to this request was a document entitled "Information Supporting Storage of Oconee Spent Fuel at McGuire" dated March 9, 1978.

Chapter 11 of this document entitled " Personnel Training" stated that supervisory personnel responsible for spent fuel handling would be qualified as Senior Reactor Operators (cold license holders per 10CFR 55). Due to the delay of the fuel loading date for McGuire Nuclear Station, we have been notified by the NRC that license exams for reactor operators will not be scheduled until after January 1980.

In view of these delays, it is requested that the NRC Staff accept as super-visory personnel responsible for spent fuel handling either individuals licensed as reactor operators for McGuire Nuclear Station, individuals who have been previously licensed as reactor operators for Oconee Nuclear Station or individuals who have been certified under our reactor operator training program. This will assure that these individuals have learned the operating procedures for spent fuel handling and are qualified to conduct competently and safely the operations necessary for spent fuel handling.

It is therefore proposed that the last paragraph in Chapter 11 (Personnel Training) be revised to state " Supervisory personnel responsible for spent fuel handling will hold or will have previously held a Senior Reactor Operators license, or will be certified by an authorized representative of Duke Power Company to be quali-fled to manage competently and safely the operations necessary for spent fuel handling."

Please find attached a revised page 11-1 indicating this revision.

11.0 PERSONNEL TRAINING At the time McGuire receives the first shipment of Oconee spent fuel there will be sufficient personnel trained and qualified in accordance with Section 13.2 cf the McGuire FSAR as necessary to handle or direct the handling of the fuel.

Also, there will be sufficient personnel trained and quall'ied to operate and maintain all the systems or parts of systems necessary for the storage of Oconee spent fuel.

Supervisory personnel responsible for spent fuel handling will hold or will have previously held a Senior Reactor Operators license, or will be certified by an authorized representative of Duke Power Campany to be qualified to manage competently and safely the operations necessary for spent fuel handling."
