I again recomend against notification.
In addition to those reasons contai g
in my memoranda of March 29, 1978 and April 18, 1978 I have reviewed the

The stated objectives do not appear to fonn the basis for any meaningful

notification at this time.
I recomend that we wait for results from the technical assistance program and make a further detennination then.
