Dear Dr. itatt:

As requested in your letter of October 23, 1978, we have reviewad the

ur.ary evaluatica of the radiatica e
:posures to: paople vorhing at the site of the former Vitro Rarc Metals Plant. Uc sugaest that the evaluation should contain a reference to the recently adopted "Uraniua Ilill Taili:igs Raciatien Control Act of 1970", a short discussion of the indact of the act on the schedule for correctivo action at Canonsburg and the nart other organizations, including the state of Pennsylvania, will have in arranging icr remedial action.

With respect to the preliminary draf t of the EnvWn rental Analysis and Engineering Evaluation reports on tha Canousburg site, car ietter ci. ugust :'1,1973 contains ccmants which apply to both docu:nents.

Ti.e impact of the 'Ur.:niu:1 ?till Tailings Radiation Control Act of 1973" uill need to be reflected in any future editions of these reports and further, we believe the proposed EPl. criteria for radioactive vastes (FP. Vol. 43, No. 221, Pg. 53262) should be considered in selecting alternative corrective actions.

Sincerely,

~
