Dear Mr. Cox:

I am in receipt of your letter to Mr. Harold Denton of August 29, 1978, and that dated May 10, 1978 to Mr. Edson G. Case, regarding your desire for conclusion of the site suitability hearings for the Douglas Point project and completion of the staff evaluation of outstanding matters at that site.

We appreciate your desire to reach an early conclusion of the hearings which are scheduled to be reconvened in February 1979.

However, an important factor resulting in delay has been the introduction of recently raised technical concerns with regard to geological faulting and seismology at the Douglas Point site, and the associated need for the NRC staff to review and analyze these matters.

A number of factors have been taken into account in our scheduling of review effort for Douglas Point.

It is our understanding that both units of Douglas Point Nuclear Station have been indefinitely deferred by Potomac Electric Power Company (PEPCO),

Furthermore, based on staff discussions with PEPC0 representatives, there is considerable question regarding the future status of the deferred units.

In establishing priorities for work assignments within NRC, emphasis has been placed on active applications for construction permits and operating licenses in which a firm schedule for plant construction and operation has been established.

Based on these factors, we have been unable to complete the staff review of th'e Douglas Point site and do not foresee a commencement of the review of geological / seismic issues until early in the calendar year 1979.

Cox fl0V L L 1978 As a separate matter, our review of the existing Douglas Point hearing record in light of recant Combston decisions indicates that the original assessment of alternacc sites may be insufficient. As a result, we are presently preparing a letter to you requesting additional information that will be necessary to supplement tha record in this respect.

Your ability to provide the additional information will 'save an impact on any future hearing schedule. We expect the info ation request will be forthcoming within two weeks.

We plan to establish a revised schedule for completion of the Douglas Point hearing after you advise us of your schedule for responding to our forthcoming request for additional information for alternate sites. Our revised schedu'e will appropriately consider all NRC staff input including the staff assessment of outstanding geological and seismic issues.
