Dear Mr. Spencer:
This is in response to your letter of August 24, 1978 which discussed
- the results of the inspection conducted on July 31 - August 3,1978 of activities authorized by NRC Construction Pennits Nos. CPPR 134 and 174.
The letter identified one (1) Item of Noncompliance categorized in accord-ance with reference 2 and required that the Supply System provide a response to this item.
The specific NRC finding as stated in your letter and the Supply System response are provided in Attachment 1 to this letter.

10CFR50 Appendix B Criterion V and WPPSS PSAR Paragraph 17.1.5 require that activities affecting quality be prescribed by in-structions and procedures and be accomplished in accordance with
'these instructions and procedures.
WPPSS Quality Assurance Procedure 16 requires that storage of items be accomplished in accordance with ANSI N45.2.2, Packing, Shipping, Receiving, Storage and Handling of items for Nuclear Power Plants.
I Contrary to the above, on August 2,1978, the inspector observed the following items at;the WNP-1 and 4 storage area:
The amount of desjccant in various Quality Class 1 valves and heat exchangers was not indicated.
This is an infraction.
SUPPLY SYSTEM RESPONSE Actions to Correct the Identified Item The preventative maintenance program has been revised to include 4
the recording of the number of bags of desiccant, within the equip-ment, on the preventative maintenance cards. Metal tags have been ordered and upon receipt will be affixed to the equipment denoting the amount of desiccant.
This revision will affect all equipment presently stored on site requiring desiccant, and will be a part of the routine maintenance.
Actions to Preclude Recurrence 4
In the interim, as equipment requiring desiccant arrives on site, the desiccant will be installed and the amounts recorded on the preventative maintenance cards. At such time that the aforementioned metal tags arrive, the tags will be used in lieu of the preventative maintenance cards.
