October 24, 2019 MEMORANDUM TO:
Michael T. Markley, Chief Plant Licensing Branch 2-1 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation FROM:
G. Edward Miller, Project Manager /RA/
Plant Licensing Branch 2-1 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation
SUBJECT:
SUMMARY
OF OCTOBER 16, 2019, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE REGARDING ALTERNATE METHOD TO CATEGORIZE PASSIVE COMPONENTS On October 16, 2019, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting1 with representatives from the Nuclear Energy Institute (NEI). The purpose of the meeting was to discuss NEIs proposal for an alternate methodology for categorization of pressure boundary components.
Currently, licensees using the model application for 10 CFR 50.69 license amendment requests (LARs) reference the Arkansas Nuclear One (ANO) methodology for categorization of Class 2 and Class 3 components.2 In its presentation,3 NEI cited feedback it had received indicating that this methodology may be too conservative and inefficient. Further, the slides described an alternate methodology that may address these issues. The slides indicated that this methodology would be documented in a soon-to-be-released report from the Electric Power Research Institute (EPRI). Verbally, it was identified that an unnamed plant, that already had an approved 50.69 LAR, was planning on submitting a LAR to implement the EPRI methodology.
1 The original meeting notice is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19274B799.
2 The ANO methodology is available under ADAMS Accession No. ML090930246.
3 The NEI slides are available under ADAMS Accession No. ML19289A014.
No regulatory decisions were made in the meeting.
Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received from the public.
