lives longer than eight days which have been released in the gaseous ef fluent from the Yankee plant have slways been in amounts significantly below the concentration limits necessaty to account for reconcentration in the milk However, the required KPC reduction factor to determine the per-chain.
missible limit for these controlled gaseous effluent releases is not included in the Yankee Technical Specifications.
Yankee has agreed to a proposed change in the Technical Specifications The wording which would incorporate the required MPC reduction factor.
of the proposed change (designated Proposed Change No. 90) was discussed with Mr. Carl Andognini of your staf f in a telephone conversation on February 11, 1970, and we understand that it is acceptable to Yankee Atomic Electric Company.

Paragraph 3 -= replace with the following:
(3) Gases - As determined at the point of discharge from the primary vent stack and averaged over a period not exceeding one year, the concentrations of radioactive gaseous wastes discharged shall not be in e g 2ss of 1000 times the limits specified in Appendix B, Table II, 10 CFR 20, except that for the isotopes of iodine and particulates with half-lives longer than eight days the values of MPC shall be reduced by a factor of 1/700. Any discharge to the atmosphere from the evaporator or the combustible waste incinerator shall be continuously monitored at or prior to the points of such discharge. The monitor in the incinerator stack shall be kept in continuous service in order to provide ar. alarm and a record in the event of the release of radioactive gas from the vaste disposal blanket gas system through the loop seal.
