Enclosed is Special Nuclear Material License No. SNM-1270, Amendment No.1 (which revises the license in its entirety). The license authorizes General Electric to possess byproduct, source, and special nuclear material in packages whose design has been approved pursuant to 10 CFR Part 71 fcr the purpose of delivery of this material to a carrier for transport and for use in private carriage. Under the terms of this license, special nuclear material may only be used in research and development activities (10 CFR 570.4).

At this time, it is our general policy not to renew or amerd licenses such as SNM-1270, particularly where the license would be used in the context of waste disposal and spent fuel shipping for commercial power reactor operation.

Because SNM-1270 will only be used in the context of research and development activities, we are now amending it.

However, we are considering broadening our general policy of nonrenewal to include the activities permitted by SNM-1270 so that when this license expires on August 31, 1981, it might not be renewed.

This is consistent with our belief that the licensee of each facility at which a snipment originates should be responsible for its own shipments.
