The purpose of this letter is to advice the Cct=issi:n concerning the status of facility mcdificaticns for fire protection, as specified in the Cc=missicn's Safety Evaluation Repcrt (SER) for the Fort Calhoun Station. Specifically addressed in this letter is the District's posi-tien concerning the installation of a hose station in the spent fuel pool area and two itesa ecncerning the inability to cenpletely meet specified implementation dates.

Sections 3.1.5 and 5.19.6 of the SER addresced the installation of five (5) additicnal hose stations in Fire Area 29 One of the five hose stations was designated to be installed cn the spent fuel storage pit operating flecr as shcvn in drawing #5 3.h cf the Fort Calhcun Unit 1 Fire Protection Frogram Review, dated December 31, 1976.

It is the District's positicn that the installation of a hose staticn in the area of the spent fuel pool presents a potential safety concern in that a

pipe rapture cculd result in the dilution of bcrated va*er in the spent fuel pool.

Fire protection for this area can be adequately provided in accordance with the requirements of BTP 9 5-1, section C.3(d), and !FPA

  1. 1h, secticn 3-2.1, by the hose station located at the base of the ctairs to the spent fuel pcol area.

Additicnally, because the spent fuel pcol area is a normally unoccupied area, the requirement that a hose station be located cutside the entrance to a normally unoccupied area, as specified in section C.3(d) of BTP 9 5-1, is satisfied. The requirements of sections 3.1 5 and 5.19.6 of the SEE have been Ocm-pleted, with the exception of the single hose staticn en the spent fuel storage pit operating floor. The District considers that deletien of the aforementioned hose station does not ecmprcnise fire protection for that area and is consistent with the requirements cf all applicable codes.

. The remaining itens concern the inability to cenpletely meet the SER specified implementation date of December,1979, due to a delay in the delivery of varicus cctponents.

In both instances, the delay af-fected only the applicable system autctatic initiation capability.

Manual initiation was available on the prescribed implementaticn date.

The first item concerned the installation of an automatic Halon 1301 Suppression Syctem in the cable spreading roca, as specified in sections 3.1.25 and 5.25.6 of the SER. The system was fully cperational in acecrdance with SER requirements en January k,1980, upcn receipt and installaticn of pressure sensing lines required for autenatic initi-ation. The second ites, the installation of a water curtain in the perecnnel corridor between Fire Areas 6 and 20, as described in sections 3.1.26 and 5.k.6 of the SER, became operaticnal en January 11, 1900, after receipt and installation of a 125 V d.c.

It is emphasized that the District has continued to make every effort to meet the schedule in the SER.
