Dear Mr. Collins:
This letter is a request to modify the time on shif t requirement for backup licensees. Appendix 12-C of FSAR requires that backup licensees spend five days every four months on an operating shif t.
Those personnel normally assigned to CR-3 are involved in day-to-day operations while performing their normal duties. Also, the annual review of procedures by each licensee and the semiannual evaluations initiate involvement in plant operations.
Operating experience and proficiency can be maintained by our backup licensees by spending one day per calendar quarter on an operating shif t.
It is our desire to modify the present requirement of five days each four months to one day each quarter for backup licensees normally assigned to CR-3.
The present time on shift requirement involves excessive time that backup licensees cannot devote to their normal duties, and, therefore, invokes a hardship.
The present requirement will continue to be in effect for backup licensees not normally assigned to CR-3.
