Dear Mr. Carlson:

This letter responds to your letter of October 12, 1979, which forwarded the report of the inspection of activities author-ized by NRC License No. CPPR-95, conducted by Messrs. Toth and Narrow of your office on August 13-16, 1979. The letter stated that it appeared that one of our activities was not conducted in full compliance with NRC requirements. The apparent noncompliance and our response follow:

Apparent Noncompliance with 10CFR50, Appendix B, Criterion V, and FSAR Paragraph 17.1.5B Contrary to the above, on August 13, 1979, battery room ventilation control panels PNL-VC16, VC17 and VC18 were installed without approved engineering drawings.

Corrective Action and Results Failure to obtain approved mounting drawings for Panels PNL-VC16, VC17 and VC18 has been documented on a nonconformance report. Engineering evaluation of the nonconformance and completion of any necessary rework will be accomplished by January 1, 1980. Location drawings for the above panels are available at the construction site.

Since approved mounting drawings are required by FQC in order to perform their final inspection, this discrepancy would have been observed and corrected at that time.

Steps Taken to Prevent Recurrence Responsible construction supervisory personnel have been advised of the NRC inspection finding, and specification requirements for panel mounting have been emphasized to them.

Date Full Compliance Will Be Achieved Full compliance will be achieved by January 1, 1980. A final report will be submitted by January 31, 1980.
